MEL访问学者与开放课题基金申请指南

海洋生物地球化学全国重点实验室（厦门大学）（简称MEL）于2009年设立访问学者基金，并将其与实验室开放课题基金结合执行，以便资深科学家前来实验室进行科研合作与指导，同时为青年学者到实验室开展科研培训提供平台和资助。基金支持学者来实验室工作1-3个月，以促进实质性科研合作的开展。

一、资助研究领域

研究领域须围绕MEL主攻方向，同时鼓励开展跨学科的交叉研究。主要包括：海洋生源要素通量与过程机理、海洋生态过程效应与气候反馈、海洋碳汇观测技术与模拟预测、海洋增汇与生态健康协同增效等。

二、基金类别及资助额度

1.杰出访问学者（包括“郑重”杰出访问学者）：诚邀国内外杰出专家学者。支持每年来厦开展科研合作1-3个月的资助，包括提供学者1次国际或国内往返机票、科研劳务费5万元人民币/月，以及相应住宿支持，提供必要的办公设备，并共享实验室仪器及其它资源。所有资助均由MEL 70%、申请人的合作者30%的比例承担。

2.高级访问学者：诚邀国内外优秀专家学者。主要面向博士毕业8年以上的学者。支持每年来厦开展科研合作1-3个月的资助，包括提供学者1次国际或国内往返机票、科研劳务费3万元人民币/月，以及相应住宿支持，提供必要的办公设备，并共享实验室仪器及其它资源。所有资助均由MEL、申请人的合作者各50%的比例承担。

3.青年访问学者：诚邀国内外优秀青年学者。主要面向博士毕业8年以内的青年学者（原则上不接受厦门大学毕业5年内的博士研究生申请）。支持每年来厦开展合作科研1-3个月的资助，包括提供学者1次国际或国内往返机票、科研劳务费1.5万元人民币/月，以及相应住宿支持，提供必要的办公设备，并共享实验室仪器及其它资源，并可根据实际情况申请并提供最高2万元的科研配套。此类资助与实验室开放课题结合共同执行。所有资助均由MEL、申请人的合作者各50%的比例承担。

（注：以上津贴数额均为税前金额；往返机票为经济舱。）

三、申请条件

1. 申请人须有博士学位；

2. 厦门大学校内单位原则上不参与访问学者基金申请；

3. 申请人的项目合作者须有一名MEL固定科研人员。

四、申请程序

1. 申请人必须提前联系实验室相关研究方向的固定科研人员，征得其同意作为项目合作者。

2. 申请人在线填写申请表，填写内容包括个人简历、工作计划及与MEL合作必要性等。青年访问学者如申请科研配套经费，还需制定详细的经费预算。

3. 评审委员会于每年3月15日、8月15日、11月15日征集申请材料，并于1个月内公布评审结果并通知申请者。基金课题自获批之日起生效，有效期为课题批准后一年内。访问学者须在课题有效期内完成研究课题访问计划。

MEL Visiting Fellowship Program Guide for Applicants

The State Key Laboratory of Marine Environmental Science (MEL) at Xiamen University launched a "Visiting Fellowship Program" for visiting scholars in marine sciences to conduct collaborative research with MEL members. Combined with the MEL Open Science Fund, the program offers visiting scholars financial support for 1-3month stays in Xiamen.

1. Supported research fields:

The fellowship supports research in: Biogeochemical cycling of key bioelements in the ocean; Marine ecological processes, effects and climate feedbacks; Ocean carbon sink observations and modelling; Ocean solution towards carbon neutrality and ecosystem health; and other disciplines related to the scientific questions with which MEL is concerned.

2. Fellowship types and support amounts:

2.1 MEL Distinguished Visiting Fellowship. This Fellowship provides a monthly allowance of 50,000 CNY (before tax) for up to three months, round-trip economy class international or domestic travel expenses, and either accommodations or an accommodation allowance. Laboratories, office facilities and other communal research facilities will be provided. All support will be covered at a ratio of 70% by MEL and 30% by the hosting PI.

2.2 MEL Senior Visiting Fellowship. This fellowship is intended for scholars over 8 years of PhD graduation. This Fellowship provides a monthly allowance of 30,000 CNY (before tax) for up to three months, round-trip economy class international or domestic travel expenses, and either accommodations or an accommodation allowance. Laboratories, office facilities and other communal research facilities will be provided. All support will be covered equally at 50% by MEL and 50% by the hosting PI.

2.3 MEL Young Scientist Visiting Fellowship. This fellowship is intended for scholars within 8 years of PhD graduation (applications are not accepted in principle from PhD graduates of Xiamen University within the past 5 years). This Fellowship provides a monthly allowance of 15,000 CNY (before tax) for up to three months, round-trip economy class international or domestic travel expenses, and either accommodations or an accommodation allowance. Laboratories, office facilities and other communal research facilities will be provided. Successful candidates are encouraged to apply for up to 20,000 CNY in research funding from MEL. All support will be covered equally at 50% by MEL and 50% by the hosting PI.

3. Requirements

3.1 The applicant must have a PhD degree;

3.2 The applicant affiliated with Xiamen University are not eligible, in principle;

3.3 The applicant must have a collaborative partner of MEL faculty prior to application.

4. How to apply?

4.1 The applicant should contact at least one MEL faculty member and receive preliminary acceptance from his or her intended hosting collaborator at MEL in advance of the application process..

4.2 Complete the application form on-line. Applicants for the Young Scientist Visiting Fellowship can also apply for up to 20,000 CNY in research funding. A detailed budget is required with the application.

4.3 Application reviews will be organized every March 15th, August 15th and November 15th. The review outcome will be announced on the MEL website and applicants will be notified within a month. The project is valid for one year from the date of approval. A term must be served within the validity date.
